Improve control of forum row

currently the forum row is very difficult to style to to a lack of wrapping internal elements such as the description and the sub forums. By wrapping these in span tags and giving them new classes we make them targetable and ultimately more style-able for theme authors. This also allows us to remove useless nasty old break tags!!!!!!
