Wrapping poll title and options text by extra <t> tags if edited a topic by user having no f_poll permission

Scenario:

1) A user who has no permission to create polls in a forum creates a topic.

2) Administrator/moderator adds a poll to the topic (Example: Title: Foo or bar? Options: Foo, Bar).

3) A topic author edits the 1st post.

4) Now the poll title is displayed as <t>Foo or bar?</t>, also options are <t>Foo</t>and <t>Bar</t>.

If the 1st post is edited by administrator/moderstor (a user having f_poll permission), everything is correct.
