Adding tooltips to phpbb is one of the greatest way of offering user an additional information and support. Freshers(who uses phpbb for the first time) get stuck if they don't understand use of differant buttons.
Currently tooltips are implemented for some buttons. But it's better to use tooltips for each and every element to give user an additional support.
