Whilst FA is installed by default in phpBB 3.2 it is only available for "front facing" files. If it could also be added, by default, to the ACP it would mean that FA was available to extension developers without them having to install it themselves. This would also have the advantage that if FA was to become the standard in the ACP we would not have a situation where it could be being loaded twice.
