Forum title hidden on viewforum without f_list permission

If a user has f_read permission, but doesn't have f_list permission, they can read a forum but not see it in lists.

However when they read a forum, the title and navigation is hidden. I think they should be able to read the forum title.

Steps to reproduce:

1. Give a user permission to f_read but not f_list (see attached)
2. Now they can't see the forum in lists, but they can read the forum
3. Go to /viewforum.php?f= {forum_id}

   with that user

4. Now they can't read the forum title, but they should be able to (see attached).
