Some installation data not being inserted when running under MS SQL Server

Once a 3.2 site is set up for use with MS SQL Server the administrator is presented with "This board has no forums" on their forum's home page. This is happening because permissions are not being properly inserted into the ACL tables. Upon further inspection of the tables it appears there's more data missing (smileys, icons, report reasons, etc.). Everything from line 514 down in schema_data.sql seems to have been skipped. I don't see anything in the error logs that indicate any reason to have skipped all of this.
