The final step in the installation is sending a notification e-mail. In the case of my test server I've not configured e-mail so no sort of communications actually work. Because of this the installer gets stuck at "Sending notification e-mail" with the progress bar at 91%. The only recourse at this point is for me to refresh and find out that "phpBB is already installed".
