Extension's permissions don't have language fallback

If an extension adds its own permissions and uses a permissions_*.php language file to auto-load language strings, there's no fallback mechanism in case the extension doesn't have a language pack for the user's language.

Example: User language is set to it, extension only supports en. When viewing the extension permissions the raw language keys are displayed: ACL_U_....
