Automatic update relies on cache creating files in cache folder

The automatic updater incorrectly relies on the file data_update_list.php to exist in the cache folder. This file is however only created when using the file cache and will not exist while using memcache. As a result of that, the files that will need to be updated are checked again when trying to view the file difference between old and new files.
