Description

When quoting PMs the "Max nested quotes" setting is not being used on initial quoting. If the setting is set to 1 and there is already a quote in the PM, using the quote button will include two quotes. If the user then adds another recipient the nested quote is removed. This should probably be the case on initial load, not after a postback.
