Users self-activating, while user activation set to Admin approval

      As stated in the subject, I have a similar issue to this one here: https://www.phpbb.com/community/viewtopic.php?f=46&t=2166288

      there is no email though, i just suddenly see a new active user and i've never activated them or received an email about them registering. the user activation is set to "by admin" and i am the only admin on the board.
