Should use UTF-8 variant in the language files?
For example...

language/en/app.php file.

	'CONTROLLER_SERVICE_UNDEFINED'		=> 'The service for controller "<strong>%s</strong>" is not defined in ./config/services.yml.',

));

Replace with:

	'CONTROLLER_SERVICE_UNDEFINED'		=> 'The service for controller “<strong>%s</strong>” is not defined in ./config/services.yml.',

));
