In some configurations, set the automatic addition of caching header "Cache-Control" and "Expires", due to which the browser is caches redirecting to the installation page, that does not allow to go the forum page.
I propose to send the headers before the Location header.
At one, you can remove the connection includes / functions.php version 3.1, it was not required.
