Deduplicate the installers

This ticket is just a todo list to migrate the old installer system to the new one, as the two will sit simultaneously in the repo.

1. Remove install directory and move install_new to install
2. Remove adm/style/install_* template files
3. Remove language/en/install.php and replace it with language/en/install_new.php
