Enctype clause for forms may be needed for profile fields

A number of forms that manipulate profile fields do not have the possibility to add an "enctype" clause, required in some cases. In other situations, this clause is either hardcoded in the form, or there is a template variable that might be filled in.

Either one of these (hardcoding or template variable) is required in more places.
