[Template] topiclist_row_append/topiclist_row_prepend in mcp_forum.html

The topiclist_row_append and topiclist_row_prepend events already occur in viewforum_body.html and there is a matching location in mcp_forum.html for them to go, so I am adding them there (gonna have a PR up shortly after I get a ticket number).
