Add templates events to insert custom panel-tab into posting editor

When Extensions wants to manage a custom panel-tab in posting editor like Options, Attachment or Poll, we need:

• event in posting_editor.html to insert panel link
• event in posting_layout.html to include the custom panel body template

Associated core event already exists: core.posting_modify_template_vars
