Missing rewrite module on IIS7 leads to an error

The introduced rewrite section in the web.config file in 3.1.4 can lead to an error if the Rewrite Module isn't installed on the system.
That module does not exist in a standard installation, so it seems.

I'm not sure if there is something like in apache which can check if a specific module exists.
