submit_post doesn't take $data['post_time'] into account

Without this, the

$data['post_time']

mentioned in the Article Function.submit_post of the phpBB Development Wiki is pretty useless.

This is fundamental when migrating non mySQL-based forums (e.g. Sourceforge) with posts back in time
