Rewriting/moving file system functions to filesystem class

    Description

      Move functions from includes/functions.php to phpbb\filesystem. Also use Symfony's Filesystem component and add an interface to filesystem.

      Affected functions:

      • phpbb_chmod()
      • phpbb_is_writable()
      • phpbb_realpath()
      • phpbb_own_realpath()
