Database updater silently fails on invalid folder permissions

While running the database updater for updating from 3.0.x to 3.1.3, I noticed that the updater will only state that it'll update the database. However, if the folder permissions prevent the updater from properly running nothing else will be displayed.

There is no error message or similar indicating that the update couldn't be started.
