New Hook for viewforum

Please add new Hooks in viewforum to alter the pagination (of topics and forum).

Suggestion:
Here are the two lines where the forum pagination is build (around Line 700 in 3.1.2)
$pagination->generate_template_pagination....

Move it down below the core.viewforum_modify_topics_data hook and add $base_url, so developer could edit this.
