Add a CONTRIBUTING file to the project on Github

If a CONTRIBUTING file is found at the root of the project, GitHub will display a message when someone wants to submit a PR with a link to the CONTRIBUTING file.
This file could contain the same information as in https://wiki.phpbb.com/Git
