correct coding for upload files with other filename language

Hello.

When i attache the .docx file to message with the file name on my native language (russian), it is trying to
upload it but fail to do it and represent the file in the way like this ????????? ???????.docx and in the status field is writing - unacceptable name of file. Any idea?
