Make installing dependencies for tests more user friendly or optional

After cloning and installing composer dependencies, then running phpunit, you will get:

...tests/test_framework/../vendor/facebook/webdriver/lib/_init_.php): failed to open stream: No such file or directory...

We should explicitly check whether these dependencies are installed in bootstrap.php.
