Add unicode modifier to url/email regular expression patterns

    Description

      Currently Support for IDN (IRI) is postponed to 3.2. Meanwhile, for 3.1 it can be added by extensions.
      For this to work, unicode modifier 'u' should be added in several places to allow parsing and validating URLs and email addresses containing unicode characters.
      This shouldn't affect default URLs/emails parsing system as current get_preg_expression() regexes don't match unicode characters.
