Copy forum permissions does nothing, URL encoding error?

    Description

      Copying forum permissions links me straight to the ACP index page upon hitting the "Yes" confirmation box. It seems to be a URL-encoding error, because I'm linked to:
      http://-----/forums/adm/index.php?amp%3Bi=acp_permissions&amp%3Bmode=setting_forum_copy&sid=XXXXX&confirm_key=YYYYY

      This is a fresh install of phpBB 3.1.1, unmodded except for the fact that I initially installed phpBB 3.1.0, upgrading with the upgrade package.
