Allow special characters in URL profile fields

    Description

      In 3.2, it would be nice to allow input (and correct output) of special characters in URLs which can be entered in (url) profile fields.

      It currently won't accept: http://www.example.com/ümlat.html

          Bug - A problem which impairs or prevents the functions of the product. PHPBB3-10425 URLs contains non ANSII characters are rejected and not recognize as URLs
