Prosilver header layout issues

I apologise if this has been reported before, but I had trouble finding good search keywords for this.

The prosilver header layout needs fixing - see the attached screenshot of the UCP. The screenshot is in Gaelic, because the board refuses to switch to English (although the language pack is installed) - maybe this is another bug?

• "Quicklinks" is vertical and expands the header unnecessarily; this should be a tooltip

• Hiding the UCP behind the username probably makes sure that nobody will ever find it?

• The UCP main category links are really small.

I know you are trying to create something that will work on mobile devices, but please don't forget the desktop users
