Add ability to access extensions outside the phpBB root

It should be possible to access an extension outside the phpBB root. Currently this can be done by copying app.php and .htaccess to the desired directory. However, the controller helper's route method is not aware of this and thus continues generating URL's based on the phpBB root path, thus pointing the user back under the board. This is required in order to run Titania on .com.
