Rename extension status functions and add is_configured()

Functions in the extension manager to check the status of extensions (available in filesystem, present in the phpbb_ext table, disabled, enabled, etc.) could use better/proper names.

Also adding a function such as is_configured() could help in determining if an ext has been purged.
