Is bcrypt_2y password hash backwards compatible

The bcrypt_2y password hash driver is used in PHP environments 5.3.7 or greater.

If a user moves to an older PHP environment (moving hosts, for example), will all their passwords break, since the bcrypt_2y driver will no longer be supported in that environment (PHP versions 5.3.3 - 5.3.6)?
