build_url() is not encoding url entities

    Description

      build_url() does not encode url entities.

      This is easiest to see on the footer's debug "Explain" link when you have DEBUG enabled. From any page with multiple url parameters, you will see & is not encoded to &

      This of course, results in validation fails.
