ban users list performance

The ban user's list loads all users onto the page. This can be an issue if there are thousands of banned users.

This issue is to investigate what is causing the performance issue (the page simply does not load) and to either resolve it or redesign the page such that it only displays a few users at a time if the number of banned users is over a specified limit (forcing the admin user to use the "find a member" functionality).
