Move breadcrumb seperator from template to CSS

Using <strong>‹</strong> in breadcrumbs (navlinks) is not ideal, because this is related to styling, not structure.

Having a symbol hard-coded into the template should be changed to CSS styling (perhaps using a :before selector).
