Quickmod tools and jumpbox should use new dropdown

The use of forms for the quickmod tools and jumpbox isn't really appropriate and the appearance is also rather clunky. On phpBB.com this clutters up the bottom of viewtopic significantly since the jumpbox expands to fit the forum names. These should use the new dropdown that has been implemented.
