Stale MCP notifications get left behind

When there are notifications pertaining to pending moderator actions, i.e. posts pending approval and reported posts/PMs, these stay in the notification box even after another moderator has taken care of them. In the case of reported posts this takes the moderator to a "Report not found" error. Either the report should still be accessible or the notifications removed/marked read when someone else deals with them (or both).
