Refactor the extension metadata class

      Refactor the extension meta-data class so it properly validates the composer.json file and split off validation from processing (i.e. it requires a template class in the constructor) so it can be used in tools such as the 3.1 equivilent of MPV. Also fix so it is forward-compatible for 3.2
