Inline css with color value in subsilver2

In ucp_pm_history.html:

style="background-color:lightblue"

In ucp_header.html:

color:green
color:red

In overall_header.html:

color: red

All colors should be in css. It was already reported and marked as fixed in ancient bug report, but it wasn't fixed.
