Remove Subsilver2 from installation packages

For 3.1 it has been agreed for a long time that we would, in order to slowly phase out subsilver2 we would do a series of changes to the build script. These were:

• Not include it in new packages
• Include it in the update script
• Build a subsilver2 package for each release for the customisation database.
