[PHPBB3-11508] General error "not allowed as quickmod" when changing the forum while merging two topics

1. I split the wrong post off a topic.
2. I went to the new post.

3. I selected "merge" in quickmod tools.

4. The original topic was in another forum, therefore in the forum selector I selected the original forum.
5. At this point I received:
