Timezone selected by user shouldn't be overwritten by default

The function phpbb.timezone_preselect_select() selects the suggested timezone by default. Unfortunately there is currently no handling if a user already selected a timezone and is redirected back to the registration page, i.e. if incorrect data has been entered. This should be properly handled.
