"Could not open input file: ../composer.phar" error during phing's create-package

The package target in the phing build script only exports the phpBB subdirectory of the repository. Then it tries to call composer.phar but doesn't find it because it's outside of the phpBB directory. Thus built packages do not include dependencies and thus do not install.
