Quote button is displayed to users who cannot use BBCode, resulting in raw, unparsed tags being displayed

If a user cannot use BBCode in a particular forum, for whatever reason but being in the NRU being the most common, the Quote button is nonetheless displayed and results in the raw [quote] tags being displayed in the post.

There is no reason why the Quote button should be displayed to a user who cannot use BBCode.
