You can, in the ACP, set the user admin permissions of a Founder to, for example, Never, and Submit. However, there is no message that these changes will be ineffective, although they will.
Rather than create the false illusion that a Founder's admin permissions can be restricted, would it not be better to do a check and advise the user that admin permissions for a Founder cannot be edited?
