Ban by email does not ban the user, it only bans the e-mail address

If you ban a user by e-mail, this has little or no affect. The user can still login and post... only the email appears to be banned...

If this is intended, then the dropdown (ACP > USERS & GROUPS > Manage users > Quick tools > Ban by e-mail) should say... Ban email address?

Perhaps I'm being pedantic as this option is rarely if ever used to ban a user... but it could happen...
Adding the user's id to the ban list at the same time would probably fix this...
