The functional test case framework does not install a full board each time

Presently, the functional test framework only completes the 'create_table' part of a board install and the 'config_file' and 'final' steps fail silently. In order for UCP and ACP modules to work in the functional framework, these two steps need to be completed in order to populate the modules table, etc.
