    Description

      Currently emails can be sent to anyone with an email address.

      Bots and Anonymous (USER_IGNORE) should never be allowed to receive emails

      Inactive and banned users should only be allowed to receive emails from administrators

      None of the above-mentioned users should receive mass emails
