Installer dies while sending email

    Description

      The installer produces warnings about an undefined variable, $data, in the last step while it's trying to log in and send the email. This is caused by the patch for PHPBB3-9988. It deleted a bit too much from /install/install_install.php (L1902), only 1904 - 1913 should have been removed.
