[PHPBB3-10623] New Forum permission. Only OP can view

This improvement to the permissions system will allow

Creating a forum where only the creator of the topic can view the topic itself and its posts.
This is a forum permission. So it works like any other forum permission.

Show or not show the last post in that forum based on that permission (needs some research)

PHPBB3-10625 Alter viewforum. Hide topics the user is unable to see

PHPBB3-10626 Alter search. Only the topics and post the user is allowed to see may appear

PHPBB3-10627 Alter viewtopic, access denied if not allowed to view the topic
